About the Village & Department
The Village of Utica is seeking an experienced and community-oriented Police Chief to lead our law enforcement team. Our village is home to approximately 2,175 residents and prides itself on strong community engagement and public safety. Our police department is committed to providing high-quality service to our community.
Job Responsibilities

Oversee all police department operations, including patrol, investigations, and community programs.

Develop and implement department policies, ensuring compliance with local, state, and federal laws.

Ensure proper training and professional development for department staff.

Develop a vision and mission statement for the department and create quarterly and/or annual reports that demonstrate the effectiveness of the police department.

Lead and mentor officers while fostering a positive and professional workplace culture.

Create a review process for officers to include goals and objectives annually.

Establish a disciplinary process for officers that is clearly communicated proactively.

Manage the department’s budget, personnel, and resources efficiently.

Serve as the primary liaison between the police department, village officials, and the community.

Establish strong relationships with residents, businesses, and local organizations to promote community-oriented policing.

Handle emergency situations and coordinate with other law enforcement agencies when needed.

Be available to attend meeting/village events

Minimum Qualifications
-
5 years of law enforcement experience, including 3 years in a supervisory or command role.

Certified peace officer (or ability to obtain certification in Ohio within 45 days).

Strong leadership, communication, and problem-solving skills.

Knowledge of law enforcement best practices, budgeting, and personnel management.

Ability to work collaboratively with village officials and the community.
Preferred Qualifications

Bachelor's degree in criminal justice, public administration, or a related field.

Experience in a small-town or rural law enforcement setting.

Training in community policing and de-escalation techniques.

Computer literate and social media competencies
