More About Utica History and pictures provided by the Utica Historical Society The village of Utica is a small farming community in central Ohio nestled in a lush valley along the bank of the North Fork of the Licking River in Licking County and has a population of 2,064. Utica was established in 1814. However, its founder, Major William Robertson, purchased the land and settled the area in 1810. Originally called Wilmington, the name of the settlement was changed to Utica in September 1821 with the opening of the village’s post office. Robertson was determined to build his community, and he figured prominently in the village. He already owned the sawmill and grist mill, and in 1821 he purchased a wool carding machine. These machines were used to mechanize the process of preparing wool for spinning. He probably owned the first one in the county. In 1825, he built a new house at South Main St. and Mill St. for his wife and four children. The Robertsons furnished and reserved and upstairs front room for any guest ministers that needed a place to stay in town. William "Major" Robertson, died on Nov. 9, 1840. The cause of death was listed as consumption, resulting from his efforts to develop the area. His wife Sarah outlived him by 37 years when she died Dec. 28, 1877. The founder of Utica and his family are buried at North Lawn Cemetery. The home was eventually sold to the telephone company. The company placed the switchboard in the front room on the first floor. For many years, the manager or chief operator was permitted to live in the home. In March 1965, the telephone company tore the house down and constructed the red brick building you see today. Our work impacts the quality of life in our community. To show our promise to fairness, all employees are sworn to uphold the department's police code of ethics, rules, policies, directives, and orders as well as all state, and federal laws that relate to their employment. Complaints The citizen complaint system is designed to provide people with a way to express their concerns about police service. This system provides a fair, factual, and objective review of an individual’s concern. (NOTE: Complaints about the underlying reason for a traffic citation or criminal arrest must be resolved by the court and cannot be investigated as a complaint against a department employee.) To file a complaint, contact the Department by one of the following methods: Telephone: Call (740) 892-2841 x2225; complaints will go directly to Chief Ciballi. In-Person: You can file your complaint in person at 39 Spring St. between the hours of 8 am-4 pm. Email: You can send a written complaint email to the address below. If this is the case, the matter will be closed. If your complaint needs to be investigated, it will be given to the appropriate supervisor assigned to the investigation of the complaint, who will contact you for further information. False Complaints - The department is committed to investigating concerns of employee misconduct. Officers can be targets of false complaints by people who seek revenge on them for doing their job. The Ohio Revised Code makes it a misdemeanor of the first degree to knowingly file a false complaint of misconduct against a peace officer. The department feels that people need to know the law exists and that when appropriate, the charge may be filed against violators of this law. Please remember, it is not only expensive to investigate false complaints, but can also affect an officer’s career. Up MEET THE CHIEF Chief Russ Ciballi has dedicated over 30 years to law enforcement, earning a distinguished reputation for his leadership and negotiation skills. Commencing his career in 1993 as a patrol officer, Ciballi quickly rose through the ranks to Deputy Chief of Police with Genoa Township Police Department until his retirement thanks to his commitment to public safety and his ability to connect with the community. For 16 years, Chief Ciballi specialized as a lead negotiator, managing high-stakes situations with a calm and strategic approach. His expertise in crisis negotiation has been instrumental in resolving numerous critical incidents, emphasizing his deep care for community members. Throughout his tenure, Chief Ciballi has been awarded multiple commendations for his service, including several Officer of The Year awards, a Meritorious Service Award, and many commendations for community service. His leadership style focuses on teamwork, transparency, and fostering trust between law enforcement and the community. Currently, as Chief of Police, he continues to advocate for innovative policing strategies, community engagement, and continued and specific training to ensure the highest standards of safety and professionalism. Chief Ciballi holds degrees in Criminal Justice from Tiffin University and has completed many advanced courses in many numerous areas of law enforcement and leadership development. He is committed to mentoring the next generation of officers, emphasizing the importance of integrity, empathy, transparency and dedication in law enforcement. Outside of his professional duties, Chief Ciballi has 5 children who he enjoys spending time with whenever he can.

Pay your water bill online. WATER DEPARTMENT The Village of Utica provides water services to its residents. Village residents are billed for water usage. Our Water Department Clerk, Julie Horn, can be reached at the Village Office at 740-892-2841 x2223 or julie.villageofutica@gmail.com . Information on paying your water bill can be found below. The Village Annual Sanitary Sewer Overflow Report is available upon request. Please contact the Utica Wastewater Treatment Plant at 740-892-3657. FORMS New Accounts: To apply for a new account, you must come into Town Hall. For same day service, you need to be in our office by 12 p.m. A $75.00 (owner) or $150.00 (tenant) deposit will be required. Document Requirements: Application Lease or proof of Ownership Picture Identification Disconnection of Service: It is the responsibility of the customer to contact the Utilities Department to stop billing on your account. If a customer does not notify our department to terminate service, the account will continue to be billed and the customer will be responsible for all charges accumulated as a result of any failure to contact us. To request a disconnection of service, you may come to our office or call 740-892-2841, opt. 2. Paying Your Bill: Customers can now view and pay bills online with a credit/debit card or electronic check with a small fee. Make a quick one-time payment or register to enjoy all the benefits such as viewing history, storing payment information for later use (if desired). We accept payments at Town Hall, in the drop box or via mail at P.O. Box 524 Utica, Ohio 43080. If you are having trouble paying your water bill, please contact the office and make payment arrangements to avoid disruption of service. The Village of Utica bills on a monthly basis with payments due on the 15th of every month, unless it falls on the weekend or Holiday; then bills will be due the following business day. Bills are sent out the last working day of the month. The Village of Utica accepts cash, check, money orders, or debit/credit cards. Please note that a convenience fee is added to all debit and credit card transactions.
